EPC Recast – Policy recommendation paper for an EU wide deployment of EPC RECAST

This policy recommendation report is based on the work carried out by the EPC RECAST Consortium under CSTB’s coordination (project coordinators) in Task 5.3, “Provision of recommendations for an EU-wide framework for the next generation EPC”. It contributes to “paving the way” for an EU-wide deployment of next-generation EPCs.

EPC RECAST’s policy recommendations were prepared in particular to consider new challenges arising from the in-depth recast of the EPBD (Energy Performance of Buildings Directive – EU/2024/1275) and its upcoming transposition process.

The EPC RECAST Consortium followed and analysed the evolutions of the proposition from 2021 until the final adoption in 2024. The recommendations are built and extrapolated from the outcomes of various technical and demonstration activities. Many tools and methods were developed and tested on pilot projects in 6 European countries (France, Germany, Italy, Luxembourg, Slovakia, Spain).

This technical assessment was completed during the project’s lifetime through discussions and meetings with EPC RECAST’s Advisory Boards: PAB (Policy Advisory Board) and SMG (Stakeholders Mirror Group). Technical results and policy analyses were regularly shared through workshops and meetings, allowing the Consortium to enrich and finalize its recommendations. The PAB was set up with members from the six pilot countries working in government agencies, energy agencies, public local authorities, and certification bodies. The SMG was set up likewise with industrial stakeholders, architects, engineers, assessors, real estate, and representative organizations working at a European scale.
