This deliverable focuses on developing an operational methodology for the neighbourhood scale within the SmartLivingEPC framework. This involves considering operational energy aspects at the neighbourhood level and documenting infrastructure and smart sensor installations to measure their actual performance. Furthermore, it involves defining practices for the analysis of these measurements and identifying the evaluation and qualification scheme applicable to the neighbourhood scale. Furthermore, the deliverable aims to establish neighbourhood-scale digital twin practices and outline the integration of measurement results from smart sensors installed in neighbourhood areas and buildings.

The report’s primary objective is to develop an operational methodology at the neighbourhood scale, wherein the integration of infrastructure and smart sensor technologies plays a fundamental role, enabling accurate measurement and analysis of energy usage.

In addition, secondary objectives are:

  • Define the set of key indicators necessary for operational evaluation at the neighbourhood level
  • Establish standardized procedures for data collection, processing, and reporting
  • Propose an operational rating that reflects the energy performance and sustainability of the entire neighbourhood
